White Plains is a city and the county seat of Westchester County, New York. Presumably, White Plains got its name from the groves of white balsam that covered the area or the heavy mist that hovered over the swamplands near the Bronx River. Neither idea can be proved but both are local rumors. The Quarropas, members of the Mohican nation, used the land for farmland until a party of Connecticut Puritans settled the area in 1683. A Royal Patent for White Plains was not granted until 1721. By 1758 the city of White Plains became the seat of Westchester County.
White Plains’ downtown area has been a dominant suburban shopping district since the early 20th century, boasting some the first large scale suburban retail stores. In 1949 Macy’s Department Store launched a White Plains location across from City Hall. Other stores like B. Altman & Co., Saks Fifth Avenue, Bergdorf Goodman and Neiman Marcus soon followed. White Plains still has major retail stores like Bloomingdale’s, Nordstrom, Macy’s and over 1000 more small and mid-size stores in four malls.
In 1975 the Westchester One building opened as part of a White Plains urban renewal program. At the time, westchester One was the largest office building between New York City and Albany.
White Plains operates under a Charter enacted by the State Legislature on January 1, 1916 and has been amended many times since then. The City is not confined to powers laid out in the original Charter. The current elected officials of White Plains are Mayor Thomas M. Roach with Council members: Benjamin Boykin II, Milagros Lecuona, Dennis J. Power and Beth N. Smayda.
White Plains offers a choice of recreational and cultural activities including: the White Plains Library, the White Plains Performing Arts Center, westchester Arts Council, the Music Conservatory of Westchester, the White Plains Beautification Foundation and the White Plains Historic Society.
